Toyota South Africa Motors (TSAM) introduced the 3-seater Toyota Quantum Panel Van (TQPV), a vehicle specifically designed for transporting goods—not passengers. Despite this clear design intent, thousands of TQPVs were knowingly sold and unlawfully converted into passenger-carrying minibus taxis. These conversions were done without adding essential safety reinforcements, such as roll-over protection or structural support in the rear compartment.
This practice formed part of a broader unlawful scheme. TSAM, along with private parties involved in the selling, financing, and insuring of taxis, profited from consumers who were misled into believing these vehicles were safe, fit for purpose, and legally approved for passenger transport. The result was widespread deception and a serious compromise of public safety.
The illegal retrofitting of TQPVs to accommodate passengers severely weakened their structural integrity. These modifications led to increased rates of vehicle accidents, accelerated wear and tear, and a tragic rise in passenger fatalities—all stemming from the use of vehicles never intended to carry people.
The Department of Transport has reported that between August 2007 and April 2009, 2353 TQPVs had illegally been converted to illegal and / or unlawful passenger carrying vehicles. LHL Attorneys Inc. is dedicated to supporting affected taxi owners and pursuing compensation for their losses.
